Custom gunite inground pool by Universal Pools — Eagle, Idaho pool builder
Riverside Lots · Golf Communities · Foothills Estates

Pool Builder Eagle, Idaho

Eagle backyards are built to be lived in — and they deserve pools designed to the same standard as the homes around them. Universal Pools brings 45+ years of gunite experience to every Eagle project, from the banks of the Boise River to the ridgelines of the Eagle Foothills.

Where the Home Is Custom, the Pool Should Be Too

Eagle is where the Treasure Valley goes custom. The homes are architect-designed, the landscaping is deliberate, and the backyards are treated as an extension of the house — not an afterthought. A stock fiberglass shell dropped into that setting never looks right. What belongs in an Eagle backyard is a gunite pool shaped to the lot, the architecture, and the way your family actually uses the space.

That's the work Universal Pools has done since 1979. Scott Pahl has spent more than four decades building concrete pools across the valley, and Eagle is where that experience matters most: river-adjacent lots with seasonal water tables, foothills parcels that slope toward a view, golf-course setbacks, and design review boards with opinions. We've engineered pools through all of it.

Every Eagle project is quoted, designed, and supervised personally by Scott and Cary Pahl — father and son, no layers in between. If you're comparing builders, start with a free on-site estimate and let us walk the lot with you. Ten minutes in your backyard tells us more than any brochure tells you.

The River Corridor

Building Along the Boise River & Dry Creek

Eagle's signature addresses — Island Woods, Two Rivers, Mace River Ranch, and the estates off Eagle Road — sit close to water. That's exactly why people buy there, and exactly what a pool builder has to respect.

  • Floodplain and floodway review handled during design, before permits are filed
  • Dewatering and excavation plans for lots with high seasonal water tables
  • Shell and hydrostatic relief engineering suited to river-bottom ground
  • Gated-community logistics — clean crews, scheduled access, HOA coordination
The Foothills

Building on Slopes, Views & North Eagle Acreage

North of Beacon Light and Floating Feather, Eagle climbs into open foothills — acreage lots, hillside estates, and some of the best views in Ada County. Sloped ground doesn't rule out a pool; it calls for one that's engineered properly.

  • Structural gunite shells designed for cut-and-fill hillside sites
  • Raised bond beams, retaining integration, and view-oriented layouts
  • Hillside development standards and Ada County permitting managed for you
  • Wind and evaporation control — automatic covers earn their keep up here

Every Eagle Neighborhood, River to Ridge

Eagle's neighborhoods don't build the same. Water tables, slopes, HOAs, and permit paths shift block by block — and after 45+ years in the valley, we plan for each before the first shovel hits dirt.

Downtown Eagle & Old Towne

Established streets around State Street and Eagle Road, close to Heritage Park and the shops. Mature lots with real landscaping to protect — we plan tight-access excavation so the yard you keep looks as good as the pool you add.

Eagle's premier riverside communities, gated and green. We handle floodplain review, high-water-table engineering, and HOA architectural approval as part of the job — not as surprises after you've signed.

BanBury Meadows & the Golf Communities

Homes along BanBury's fairways come with course setbacks and architectural standards. We design pools and outdoor living that clear both — and that look right from the patio and the green.

Estate lots along Highway 44 toward Star, many on an acre or more. Room for resort-scale projects — pool, spa, water features, pergola, outdoor kitchen — designed as one cohesive backyard rather than pieces added over time.

North Eagle's hillside estates and acreage parcels, up where the views open up. Sloped-site structural engineering is the difference between a pool that lasts decades and one that doesn't — it's been our specialty since 1979.

From Walk-Through to Water in Four Stages

One licensed contractor owns the whole process — no handoffs, no finger-pointing, no project manager between you and the people building your pool.

Walk the Lot & Design

Scott meets you at the house, reads the ground, and designs the pool around your lot, your architecture, and your budget. The estimate is free and specific — not a range off a price sheet.

02

Engineering & Permits

City of Eagle or Ada County permits, floodplain or hillside review where it applies, and HOA architectural approval — we prepare and carry all of it as your contractor of record.

03

Excavation to Gunite

Dig, steel, plumbing, and a pneumatically-placed concrete shell built for Idaho's freeze-thaw winters. See how gunite construction works and why we've used it for four decades.

Finish, Fill & Support

Plaster, tile, coping, decking, equipment startup, and a proper handoff so you know how to run it. Years later, we're still the ones who answer — including for remodels.

What Eagle Homeowners Ask Us

Q

How much does a pool cost in Eagle?

Most gunite projects start around $80,000. Eagle builds often land above the valley average — not because of where you live, but because Eagle homeowners typically add spas, water features, automatic covers, and full outdoor living. Hillside lots can add structural engineering, which we price up front. Get a free quote for your specific lot.

Q

Do I need a permit to build a pool in Eagle?

Yes. Inside city limits, permits run through the City of Eagle; unincorporated properties go through Ada County. Lots near the Boise River or Dry Creek may need floodplain review, and foothills parcels can fall under hillside standards. We determine which paths apply and handle all of it.

Q

Can you build on a sloped foothills lot?

Yes — that's exactly what engineered gunite is for. Raised bond beams, retaining integration, and proper drainage let us build structurally sound pools on ground that would disqualify a prefab shell. Slope usually improves the design: it's how you get the view.

Q

Will you work with our HOA or design review board?

Routinely. Island Woods, Two Rivers, BanBury Meadows, and most Eagle communities require architectural approval before construction. We prepare the drawings and specifications their boards ask for and manage the submission alongside the building permit.

Q

How long does an Eagle pool build take?

Plan on roughly 3 to 5 months from contract to swim-ready. River-corridor floodplain review or HOA approval can add lead time on the front end, which is why we start paperwork immediately — and give you a realistic week-by-week schedule before we break ground.

Q

Do you also serve the areas around Eagle?

Yes — Star, Hidden Springs, and the rest of the Treasure Valley, including Boise, Meridian, and Nampa. If you're within reach of the valley, we'll come walk your lot.
